Governor Lele L'Afrique Pokes Finger into the Face of Every Clock in the Region



Dust to Dawn Curfew:



This reflection is inspired by the fact that unlike in the summer and winter solstice where an hour of sunlight is either gained or lost in the evening,  last September 9.2018, guvernoturial act decreeing a dust to dawn curfew sprung back clocks in the Northwest by three long hours from the previous 9PM curfew in the evenings and by one hour in the mornings, from the previous 5AM .

It is the more informed by the fact that the further poking of his finger into the face of every clock in the Northwest Region after a more than one year long 9PM to 5A.M curfew,  Governor Adolf Lele L'Afrique has not not only gone a long way to destabilize or change the body clocks of every inhabitant in the Region, but has also contributed greatly to creating sleeping disorders and other health hazard in people. 

It is also inspired by the fact that although the new dust to dawn curfew may further contribute in putting a final nail to the already  battered economy of the Region,  it has the advantage of saving energy for future use as the lockup of the city saves energy and reduces environmental and noise pollution.

Without any intention of challenging the decreeing of curfews as a security strategy in modern times,  I make bold to state that such a strategy smarks of panic than advised.  It also seems a copycat of the secessionists who decree ghost towns and restricts movements.  There is no evidence to proof that the security of persons and property has improved in the Region  since the introduction of curfews. 

Interestingly,  the decreeing of the change of clock time from the previous 9PM to 6AM seem to give freedom fighters an opportunity to act given that their excuse for not engaging in the cities was how to minimize civilian casualties.  With the curfew driving home inhabitants in broad daylight, armed groups can own the town. Let's leave that for another day and come back to the issue of clock change. 

The new clock change in Bamenda is detrimental to business, homes,  health, education, and agriculture.  Businesses that used to benefit from the three hours evening rush can no longer survive.  Farmers that used to set sail for the fields from 5AM can no longer do so.  School starts time is adjusted as students can no longer set out for school early.  Because the whole city is shutdown by 6PM,  a lot of energy would obviously be conserved as businesses are closed.  The consequences is that the electricity corporation would register significant losses. 

Conversely,  energy consumption at home would increase drastically as lights and appliances like TVs and stereos would continuously be in use.  When people stay out longer,  lights and home appliances are not on.  Returning home at 6PM and not able to leave in the morning until 6PM means light and appliances must be on.  Because people in the Region are now exposed to less sunlight, they turn to use more energy at home. The curfew means an hour less in the morning for farmers to milk their cows or get harvested crops to the market. 

Perhaps, the advantage with Lele L'Afrique's dust to dawn curfew in the Northwest as it resets the clocks is that people get up consistently with sunrise and go to bed consistently with sunset at 6PM.  Why not note that the 6PM to 6AM curfew brings people in the Anglophone part of the country back to 'God's own time' and takes them away from the unregulated francophone lifestyle where merriment time is endless. 

Despite the advantages of returning home this early, the danger is that it could jolt the body's internal body clock, causing a higher risk of sleep disorder, heart attacks, strokes, and many miscarriages. Certain changes in circadian rhythms can affect fertility as well.  Fatigue, decreased productivity and even cluster headaches would also be more common. 

While the curfew has pushed back agency travel time in the night to 3PM with arrival time in Yaounde and Douala at the risky hours of 2AM,  peak evening consumption of alcohol has dropped by over 25%. However, pedestrian fatalities from cars caused by morning and evening rush hours,  is on the increase. 

Measured in terms of the longitudinal meridian, the 6PM to 6AM dust to dawn curfew set by the North West Governor, as compared to time across the national territory, could be referred to as 'Local Mean Time,  LMT.  Apart from what obtains in the North West today, Germany seems to have been the first country to have taken up the practice of regulating the time when people go to bed and when they stepped out in the morning.  That was in an effort to save energy or fuel during World War I. Governor Lele L'Afrique's dust to dawn curfew could be compared to the 1966 U. S Congress Uniform Time Act. 

Clock change is not a new phenomenon. For millennia, people have measured time based on the position of the sun. When the sun was overhead, it was considered noon. Only during the Middle Ages did mechanical clocks like the one Governor Lele L'Afrique is regulating in every home in the Northwest, began to appear. During that time,  cities would set their time clocks by measuring the position of the sun. 

By resetting longitudinal meridian time in the Northwest, is the Governor not signaling that Cameroon has two time zones?

Cameroun government targets Anglophones for Genocide

My Beti in-law, Francis Olinga reminded me in 1988 that no matter how long a log remains in water, it never becomes a caiman. I had arrived Yaounde in September of 1987 for further studies at the lone university in Cameroon. By 1988, I had immersed myself totally in the life current of my host family to the discomfort of their youngest son, who promptly reminded me that I would never become part of them.
Margaret from Nyen, Meta, in Anglophone Cameroons got married to Bruno from Yaounde, on the Francophone side. When I qualified for university that was the only family I knew in Yaounde. I was admitted to live in the family while Margaret and Bruno were away in NDOP, Northwest Region. 
Thirty years after Francis reminded me that a log does not become a caiman because it fell into water and remained there forever, Ambazonians learnt sadly that after 57 years of being with Francophones, they would never be part of them. Anglophones have since 1961 been reminded that no matter how long they remained in the union with French Cameroons, they would never be part of the country.
The Anglophone crisis came to a head in 2016 when bands of protesters took to the streets. Thousands were killed, and hundreds of thousands went into exile, while others travelled to the same francophone part persecuting them as Internally Displaced Persons, IDPs.
At the beginning of the conflict, Cameroun government and its military believed it would overrun and crush the dissenting Anglophones within weeks. Provocation and torture ensued as Cameroun soldiers invaded villages killing even unarmed civilians and burning down their homes and property. The peaceful Anglophones quickly learnt the violent tactics of their oppressors and swore by their lives to defend their communities.
Young men with no military training nor equipment took on the fire power of the superior trained Cameroun soldiers inflicting heavy casualties among the military. The Amba Boys, as the Anglophone defence forces came to be called, took on the military, making nonsense of their training and numbers.
Since the conflict, the military has bled profusely and their numbers reduced on the warfront, to a point where new recruitment was announced for 2,600 more soldiers. The remaining numbers have become a shadow of the very determined and violent Cameroun soldiers people saw a few months earlier. Fear of their total demise has gripped the military and a bare mention of the name, Amba sends soldiers fainting and fleeing for their dear lives. From catapults and Dane guns, Amba Boys have seized sophisticated weapons from the neutralized soldiers. They now match fire power to that of the regular army.
Hundreds of thousands of Anglophone IDPS are presently in francophone towns. With mixed fortunes on the warfront, the Minister of Defence has authorized soldiers to hunt out Anglophones IDPs wherever they are hiding in Yaounde, tagging them as secessionists and terrorists. Their hosts have been described as accomplices. These IDPs are to be adopted and executed.
When I left Yaounde, a month back, I felt some gloved hostility in the voice of my Beti nephew who said Cameroun soldiers were right in killing Anglophones like mad dogs. PATOU wondered how civilians would be killing military personnel, without blinking.  Even though I reminded him that the military had to stay in their barracks, he expressed his desire to see more Anglophone civilians killed. That was my nephew, my own blood celebrating the killing of his mother's brothers and sisters, his own uncles and aunts. Fear gripped me. Genocide was ready. I had to return to my own backyard and fight with my back to the wall, hoping for the assistance of my ancestors,  the owners of the land.
Ambazonia has millions of its ghosts roaming the streets, on a look out for the enemies of its sons and daughters. A confession from Cameroun soldiers who have been lucky to leave the warfront alive, indicates that they are not sure Amba Boys are human beings. “Those fighters are ghosts.” Declared a soldier in fright. If ever the sons of Amba are killed in Francophone Cameroun, Amba ghosts would ride on their blood to revenge their killing, as far as in Yaounde.
There is now overt invitation for targeting and cleansing of Anglophones in Francophone towns. The attached document is signed by the Minister of Defence attached to the Presidency of Cameroon. This is confirmation that even President Paul BIYA sanctions the killing of Anglophones in Francophone towns.

Kah Walla calls for a Stop to the restriction of freedom of movement in NW and SW

Stop to the restriction of freedom of movement
in the North-West and South-West regions!!!


 *The Cameroon People's Party* has observed with consternation the attempts by the Biya Government to restrict the movement for citizens of the South West and North West regions in the past few weeks.  

This has culminated in the publication of a communique by the Delegate of Transport for the North West Region specifying questions that persons traveling from those regions will have to respond to, in order for their travel to be authorized. 

The communique is unclear as to which government authority will be asking these questions and will have the power to authorize the movement of law abiding Cameroonians!

 *The CPP* would like to remind the Minister of Transport in particular and the Government of Cameroon in general that the Constitution of Cameroon in its preamble guarantees the following: 

 " Freedom and security shall be guaranteed to each individual ..."
 " Every person shall have the right to settle in any place and to move about freely ..."

At this particular point in our history the persons fleeing the South West and North West are seeking refuge and security.  It is not only illegal, but criminal for Government, which has been instrumental in creating insecurity in these regions, to deny citizens of Cameroon from seeking refuge and security in other regions! 

It is illegal for any government official to create a fictitious boundary within our national borders requiring certain citizens to fulfill requirements for movement while others are not required to do so.

This measure is divisive and exclusive at a time when our country needs to show unity and solidarity to those affected by the crisis in the South West and North West regions.  

 *The CPP* demands that the Ministry of Transport lift this illegal measure immediately and restore their fundamental rights to citizens in the North West and South West regions. 

On another note, it is with great consternation that the *CPP* has received communication from those fighting for the restoration of independence in the South West and North West regions regarding restriction of movement as of September 20, 2018 .  

This communication not only restricts the movement of citizens, but also promises violence to all who will endeavor movement as of that day by air, land or sea.  

It is unconscionable that people who claim to be fighting for the rights of Anglophones, would then put those same Anglophones under threat of violence for the simple act of movement from one place to another.  

The armed groups claiming to fight for Anglophone rights have long crossed the line of human rights violations and acts of terror toward the very population they claim to be defending. 

The mayhem and panic in which the population of the South West and North West currently finds itself is due to the extreme violence of government on the one hand and the extreme violence of armed groups claiming to fight for Anglophone rights on the other. 

This situation is untenable for ordinary women, men and children simply seeking to live their lives.  

 *The CPP* demands that armed groups claiming to fight for Anglophone rights withdraw their orders banning movement in those regions.  

Whatever our political opinions and visions, it is unacceptable that any movement, group, political party or government would deem that they have the right of violence against even one citizen, not to talk of the millions who are affected. 

 *The Cameroon People's Party* calls upon the citizens of Cameroon to demand with determination and without violence that the Government of Cameroon initiate a ceasefire and take the steps and measures necessary to safeguard as many lives as possible at this crucial time in our history. 

These steps include bringing the Biya Regime to an end and entering into a *Political Transition* to begin a dialogue process that will reconcile our nation and enable us rebuild the foundation of our country.  

 *The CPP* stands along with other members of the Stand Up For Cameroon movement ready, willing and able to contribute to this *Political Transition.*

Long live the citizens of Cameroon!
