“We must mobilize every financial and human resource to carry out our projects” Lord Mayor Ndu

Bunyui Emmanuel Nguyab, Mayor of the Ndu Council in Donga Mantung Division has declared that every financial and human resource should be mobilized to ensure that earmarked projects for 2018 are realised. He was speaking during the council session dedicated to the deliberation and adoption of the 2018 draft budget. To succeed in doing this, he said there should be “focused planning and collaboration amongst the council executive, between the executive and the staff, the executive and the councilors, the council and the administration, the council and traditional authorities, the council and business community so that all forces of development should come on board as we strive to improve the lot of our people.”

Cognizant of the economic downturn as a result of the sociopolitical crises that marred economic activities in the two English Speaking Regions, certain council activities the mayor said had been trimmed down. With the resultant trimming down of work force there will be an accompanying encouragement of multi-tasking.

Despite the gloomy backdrop against which the session took place the draft budget being examined for 2018 financial year stood at an unprecedented one billion and seventy seven million FCFA. This budget the mayor intimated increased from 860.000.000 FCFA in 2017 to the present sum in 2018. He attributed this increase to conventions with development partners. Estimated local revenue of the council stands at 372.760.000 FCFA while 535.555.423 FCFA the mayor said will come from FEICOM and 54.295.218 FCFA from PNDP.

While thanking one of the council development partners ESERVI Yaounde for a contingent of 13600 books that the council benefitted from a forth night prior to the session, the mayor hinted that from January major works that will be effected within the municipality will include the installation of solar street lights in Ndu and at main junctions in the Fondoms, the rehabilitation of water tanks and solar pumps, the construction of a market hanger and warehouse at Ntundip and the construction of six classrooms, 03 offices and 03 toilets.

The session was presided over by the Seniour Divisional Officer for Donga Mantung Division Simon Nkwenty accompanied by a host of local administrators and service heads from within the Division.

SDO decries increase use of drugs among youths in Nkambe

The Seniour Divisional Officer for Donga Mantung Division, Simon Nkwenty has warned against the dangers of the increasing consumption of drugs among youngsters in Nkambe. He was speaking recently during the Session of the Nkambe Council dedicated to the deliberation of the 2018 Draft Budget of the council.

He said this increase in the consumption of drugs such as Tramol was the explanation behind the alarming high rates of HIV/AIDS in Donga Mantung Division.

Among other things the seasoned administrator called on the group running the affairs of the Nkambe Council to learn to work as a team. He said this was the moment to be united more than ever before especially at a time when the socio-political climate of the country demanded that they work as a team.

A major highlight of the Session was the presentation of the finance committee report which dominated most of the deliberations. The president of this committee hinted on the need for explanatory notes on expenses. Equally mentioned was the problem of statistics on the population of Donga Mantung and its effect on the funds that the state sends to the Division. The population they explained will be a true reflection of the needs of Donga Mantung.

The Finance Committee further noted the abnormal absence of proceeds from business licenses and after some studies proposed a number of changes to the budget in areas such as Market Fees, Building Rents, Communal Taxes among other things. They said the proposed adjustments were based on issues that touched on local populations such as villages that had never been taken into consideration before with special focus on women, children and the handicapped.

The Seniour Divisional Officer for Donga Mantung went ahead and took cognizance of the proposed adjustments of the Finance Committee. He then called on the Municipal Treasurer to provide clarifications on taxes collected by Taxation Department. Meantime in a bid to identify the source of revenue collection problem in the Council, a commission to present a report on Market revenue in three days was created.

The Lord Mayor of Nkambe Ngabir Paul Bantar called on the Councilors and all involved in the affairs of the Council to completely collaborate in everything affecting the running the municipality. Discussing and understanding issues with a spirit of collaboration should be the only way forward for the Nkambe Municipality he cautioned. Collaboration he said should be the key word as issues are discussed in the commission that had been created.

Donga Mantung SDO says rural world is architect for development

The Seniour Divisional Officer for Donga Mantung, Nkwenti Simon has declared that the Rural World constitutes the main architect for the development of Cameroon. He was speaking on the twelfth of December 2017 during the Mini Agro Pastoral and Artistic Show organised by the Nwa Council at the newly constructed market in Sabongari.

This important Annual rendezvous was made possible by the Nwa Council and its Lord Mayor Dr. Ngomfe Loma David Moloh with the collaboration of the Divisional Delegation for Agriculture and Rural Development in Donga Mantung.

Describing Sabongari as the bread basket of the North West Region, Nkwenti Simon regretted that the area still had problems of communication which he said was making it impossible for local farmers to benefit from the fruits of their labour. The massive turnout of the population to observe the event he said was an indication that the Sub Division was moving in the correct direction adding that Agriculture, Livestock breeding and craftsmanship remained a way of life in Nwa Sub Division. He further called on the population not to listen to propagators of terror and ghost towns stating that the ghost was not synonymous to hard work but rather to death. “Fetch those involved in any incidents here in Sabongari” he said “and they will be brought to justice.”

He however conceded that Anglophones had genuine problems but said that the government was solving some of them already. He said it didn’t make sense for children to be kept at home and out of school if the problems presented were already being looked into. 

Lord Mayor Ngomfe Loma David Moloh said fighting poverty constituted an important aspect of meeting up with the development goals of the Nwa municipality. The Mini Agro Pastoral and Artistic Show he said was an opportunity for farmers to discover each other and promote competitiveness and that the provided assistance from the Ministry of Agriculture and Rural Development would go a long way to improve upon the activities of the recipient farmers. The Lord Mayor called on the farmers to diversify into crops that are imported into the municipality at the moment like carrots among others. He said traders locally referred to as Buyam Sellams should be discouraged from taking part in the initiative since they were simply middle men.

Ncham George, the Divisional Delegate of Agriculture and Rural Development for Donga Mantung said a total of 527 farmers were presenting about 1113 exhibitions and that almost all those who presented exhibitions were entitled to go home with something. The increasing attention of the government and private investors in agriculture and livestock he said was testimony to the fact that there was a lot of prospect in the sector.

 The Delegate said “just in the last months the government has provided three tons of maize seed to Nwa farmers, a good consignment of fungicides and insecticides to cocoa and coffee farmers, 260 bags of fertilizers to the cocoa and coffee farmers, the ACEFA programme in the Ministry Agriculture and Livestock has provided equipments, cassava grinding mills and warehouses to farmers, GP-DERUDEP has provided 40 000 chitted oil palm seeds and 19 tons of improved rice seeds to farmers and the FAINAP programme has provided 700 kg of improved maize seeds and is giving out 10000 oil palm seedlings to farmers.”

The occasion was graced by the presence of thousands who thronged the newly constructed Sabongari Market from Nwa Sub Division and beyond, colourful traditional dances from the various ethnic groups in the Sub Division as well as Traditional rulers.

Bali Municipality earmarks water supply, roads and classrooms as priority projects

Ngoh Ajong Sylvanus Dobgima, Lord Mayor of Bali Municipality has earmarked water supply, road infrastructure and the construction of classrooms as priority projects for the 2018 Financial Year. He made this disclosure on Friday December 15, 2017 during the Council Session dedicated to the examination and adoption of the 2018 draft budget.

Commenting on the 2.48% decrease in the budget from that of the previous year he said “the decrease is as a result of a circular we had from the Ministry of Territorial Administration and Decentralisation that we should produce realistic budgets which we should be able to execute up to 95%. It has not decreased for important projects but has instead increased because we have funding from the state, other NGOs among others. In the last budget we realised projects such as the construction of classrooms, bridges, an Agro Pastoral show, and the payment of salary arrears to workers among other things.”

The Sociopolitical climate in the Northwest and Southwest Regions he said grounded a lot of businesses and these in turn refused to pay taxes. He further said some of the decreases this year were due to uncertainty on how things may turn out. “We don’t want to put a budget at a level that we will not be able to execute. Our priority projects this time around include water supply, classrooms and road maintenance.”

In his welcome speech the mayor said “the budget which balanced in revenue and expenditure at the sum of 386.600.000 FCFA have been structured in such a way that Bali Council will generate about 60.000 FCFA. This will come essentially from Bali daily market, Building Permit Fees, Park Access, Pound Fee, Sanitation Tax, Council Stamp Duty, Slaughter Fees and Council Rents to mention but these. To complete the table, the remaining revenue shall come from FEICOM, Public Investment Budget and PNDP following the convention signed with these structures.”

Mayor Dobgima further intimated that the council shall be responsible for projects such as Solar System at the Golar Water System, extension of electricity to Mum, grading of roads within the Mbufung Community, the organisation of the mini agro pastoral and crafts show, livestock competition and repayment of loans.

In collaboration with LIFIDEP the council will construct the Etoma-Koppin road, construct one A1 crush in the Koppin Fulani Community, a slaughter house at Gwan, sales slab at Njenka, a block of two classrooms and two toilets at GTC Naka and a community hall.;
